Fiscalisation 2.0: Summer Additions and Technical Updates That Entrepreneurs Must Not Miss

Fiscalisation 2.0, which introduced the mandatory issuance and receipt of eInvoices for VAT payers from 1 January 2026, continues to be actively refined. During June and July 2026, the Tax Administration published a series of technical and regulatory updates that all those who issue or receive eInvoices should be aware of – and particularly those who develop or maintain software solutions for fiscalisation.

New Version of the Technical Specification (v2.7)

On 6 July 2026, the Tax Administration published the new version 2.7 of the Technical Specification for users of the fiscalisation of invoices in final consumption. Alongside the specification itself, specific technical improvements to security protocols were announced:

  • From 1 July 2026, in the test environment, signing of XML messages using the RSA-SHA1 method has been discontinued, as has support for TLS v1.1 – in production, the same rules will take effect on 1 January 2027.
  • Until 31 December 2026, signing of XML request messages using both the RSA-SHA1 and RSA-SHA256 methods will still be possible in production, after which only the newer, more secure method will remain.

If your accounting or ERP solution relies on older certificates or protocols, this is a clear signal that the technical foundation needs to be brought into compliance before 1 January 2027 – preferably sooner, to avoid unwelcome unexpected disruptions in production.

Public Consultation on Amendments to the Fiscalisation Ordinance

On 19 June 2026, a public consultation on amendments to the Ordinance on the Fiscalisation of Invoices in Final Consumption was opened on the e-Consultation portal. This is an opportunity for all interested entrepreneurs, accounting services, and software solution providers to influence the final form of the regulations through public discussion before they come into force – it is worth monitoring the outcome of the consultation, as the new provisions may bring additional obligations or, conversely, a reduction in the burden of compliance.

Expiry of the Test Certificate in Mid-July

A special reminder applies to all those who develop or maintain software for fiscalisation: the test (demo) certificate for the Fiskalcistest system expires in mid-July 2026. Those who are testing or planning to test an integration during that period should check the availability of the new certificate in advance so that testing does not grind to a halt at the worst possible moment – immediately before going live in production.

Deadlines for Entities Outside the VAT System

For flat-rate taxpayers and other entities not in the VAT system, more lenient but equally important deadlines apply:

  • In 2026, they must be able to receive eInvoices.
  • The obligation to issue eInvoices for them begins only from 1 January 2027.

For both steps, the free MIKROeRAČUN application is available, which has been developed specifically for smaller entities for whom investing in commercial software solutions is not cost-effective.

Conclusion

Fiscalisation 2.0 is not a closed matter following the adoption of the basic law – the system is literally being refined month by month, through new versions of the technical specification, amendments to ordinances, and adjustments to security standards. We recommend that companies regularly check the current version of the technical documentation, particularly if they have their own or customised software solution, and that they enter deadlines such as the expiry of test certificates and the transition to new signing methods into their internal compliance calendar.
